Should government deem the immediate problem the top priority or the anticipated problems?

well, some people say government should focus more on solviing immediate problems instead of the anticipated problems...i partly agree with his opinion, as far as i am concerned, both the two are crucial, but can anyone help me find some examples?|||we should get out of iraq before all our troops come back in body bags.|||Immediate problem - Iraq

Anticipated problem - Iran

fix immediate problem - bring the troops home|||I think they should do whatever they can and not be picky about it.|||Immediate problem.
